The Maryland State Disaster Recovery Fund (SDRF) is a fund established by Maryland Code, Public Safety § 14-110.5. Its primary purpose is to provide disaster-related recovery assistance to communities affected by disasters. The Maryland Department of Emergency Management (MDEM) is authorized to administer and distribute funds from the SDRF to eligible entities, as defined in the Act and the Interim Policy: State Disaster Recovery Assistance Programs (December 2024).

The SDRF provides financial assistance with three main objectives:

  • Assistance to Individuals and Households: This program aims to provide financial support to local jurisdictions (county and municipal) for essential assistance to individuals and households affected by disasters. The focus is on immediate needs and short-term recovery.
    • Eligible activities include immediate/critical needs, clean-up efforts, health & medical, utility assistance, personal items and dependent care, transportation assistance, temporary storage space, legal assistance, and other miscellaneous fees.

  • Small Business Loans: This objective supports economic recovery by offering financial assistance to small businesses as defined by MD. State Finance and Procurement Code § 14-501.

  • Assistance to Local Governments: This program may provide financial assistance to local governments for eligible disaster response and recovery costs, with a priority given to debris cleanup during the initial phase of program implementation.


NOTE: The SDRF will only be accessible if no other forms of funding, resources, or support are available to meet the need, and funding should not supplant other funding sources. However, SDRF funds MAY be used as matching funds for assistance to individuals and State and local governmental units after a federal disaster declaration.

Local jurisdictions will be responsible for administering the award and for agreements with EDC’s, NGOs and other applicable entities if administration is done externally. Administrative costs associated with the implementation of the SDRF are limited to 5% of the total award. Any unused funds must be returned.

How to Apply


To apply for SDRF funding, a series of requirements must be met:          

  1. A local or state State of Emergency (SOE) must be declared through an executive order by the highest elected official in the local jurisdiction that is applying. If a state SOE is used, the specific jurisdiction must be included in the declaration for that jurisdiction to be considered for assistance.

  2. Local jurisdictions must request activation of the fund within 14 days of the end of the incident period response. This request is submitted via email to [email protected].

  3. The request for funding should be sent by the emergency management director or designee, and must include several key pieces of information:

    • The type of assistance requested (e.g., individual/household assistance, small business support, debris cleanup, infrastructure repair).
    • An estimate of the assistance required, providing a breakdown of the estimated costs for each type of assistance.
    • Details on how the assistance will be administered and if state/Non-Governmental Organization (NGO) assistance will be required for coordination.
    • A statement of impact including available details to show the type of assistance that may be required.
    • Confirmation that the local jurisdiction executed its emergency operations plan and has determined that the incident was of such severity and magnitude that effective recovery is beyond the capabilities of the local jurisdiction, and State supplementary assistance is required.
    • Specify the source, scope, and amount of funding or services already secured, as well as any additional sources that are being or will be pursued.
