The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), provides an annual competitive opportunity for nonprofit organizations in the form of the Nonprofit Security Grant Program (NSGP). The NSGP provides funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

The NSGP application period for FFY 2026 begins on June 30!

Applications will be accepted from June 30, 2026 until 4:00pm on July 15, 2026.

Applications submitted before or after this period will not be accepted.

FEMA has released the Notice of Funding Opportunity (NOFO) for the Nonprofit Security Grant Program (NSGP) award for Federal Fiscal Year 2026.          

We strongly urge each applicant to thoroughly read all parts of the NOFO and review the FY2026 Sub-application Quick Start Guide (provided in your notification email or contact [email protected] to receive a copy) before applying.           

Please note that this year, applicants must use the new FY2026 Investment Justification form. Please be sure that you are using this form, as submissions using an earlier version of the form will not be considered.


HOW TO APPLY

​​To apply, you will need to submit the following in pdf format to [email protected]:

  1. Completed FY2026 Investment Justification
  2. Completed Vulnerability Assessment
  3. Organization mission statement on official letterhead
  4. Short biographies and resumes identifying the organization's entity type, organizational leadership, and board members - including the names and addresses of those individuals.
​​All documents must be delivered to MDEM as PDFs. 

Each organization should send ONLY ONE EMAIL with a complete application packet attached.
The email subject line must read: "FY2026 NSGP APPLICATION - [Insert Organization Name]"

The Investment Justification (IJ) is the principal application document. The projects requested in the IJ must be supported by the organization’s Mission Statement and the location's Vulnerability/Risk Assessment. The space allotted on the IJ is all that is allowed to be used. Please make sure your answers fit w​ithin the space provided, as addendums WILL NOT be considered.

NOTE: The Investment Justification file cannot be viewed in a browser due to FEMA's security restrictions. Please download the file and open it from your desktop or file directory using an appropriate PDF application.

​The Vulnerability Assessment should be conducted by a local law enforcement agency or security company. The Cybersecurity and Infrastructure Security Agency (CISA) conducts vulnerability assessments at no cost. Only houses of worship are eligible to complete a self-assessment. (Find more information about   house of worship self-assessment.)

Additional Program Requirements

  • Each application may include only one (1) site, location, or physical address. There is a maximum request of $200,000 per site.
  • An organization with multiple locations may submit applications for up to three (3) sites per funding stream (NSGP-S or NSGP-UA) at a maximum request of $200,000 per site.
  • An organization with eligible locations in both NSGP-S and NSGP-UA areas may submit applications for up to six (6) sites total - three under each funding stream. However, the organization's combined award may not exceed $600,000 within the State of Maryland.
  • Each separate facility or physical address requires its own application.
  • Consultants and contractors may not serve as the organization's Authorized Organization Representative (AOR).
  • Organizations selected for funding must obtain a Unique Entity Identifier (UEI) as described in the following section. Applicants are encouraged to complete this process proactively.
  • Sub-applicants should not include foreign nationals or noncitizens in grant-funded activities unless those individuals have been properly vetted and all applicable federal and state statutes, policies, and procedures have been followed.


Unique Entity Identifier (UEI)

As of April 4, 2022, the federal government requires all recipients and subrecipients of federal funding to use a Unique Federal Identifier (UEI) to identify their organization. The UEI must be acquired through the SAM.gov website and is free of charge.

For FY2026 NSGP applicants, if you have a UEI, enter it in the FY2025 application template where it is indicated. If you do not yet have a UEI, you may leave that field in the application template blank, and your application will be accepted. However, continue your efforts to get a UEI, as MDEM must have a UEI for all successful applicants in order to issue sub-grants in the coming months. Please refer to the UEI instructions in the FY2026 NSGP NOFO.

Please refer to  SAM.gov explaining how to acquire a UEI. Please note that NSGP applicants do NOT need to register their UEIs (that is a much more complicated process). 

REMINDER: Do not submit applications to FEMA or grants.gov. The State of Maryland Department of Emergency Management is your State Authorized Agency (SAA) and is responible for the submission of all materials to FEMA. Attempts to contact FEMA or grants.gov about your applications will go unanswered, and applications sent to them by entities other than the SAA will not be considered.

About NIMS

The  National Incident Management System (NIMS) guides all organizations to work together to prevent, protect against, mitigate, respond to and recover from incidents. 

Organizations applying for a grant under the NSGP are encouraged to adopt NIMS as it applies to their organization. The Maryland Department of Emergency Management is recommending the following virtual courses from the Emergency Management Institute be completed as part of the of adopting NIMS:
