As required by
Executive Order 01.01.2024.31 and statute (Maryland Code, Public Safety § 14-1201 through § 14-1204), The Maryland Office of Resilience is responsible for developing a State Resilience Strategy (Resilient Maryland Strategy).


The Maryland Office of Resilience (MOR) (within the Maryland Department of Emergency Management) coordinates disaster and climate resilience initiatives across state government and with local governments. MOR takes an all-hazards approach to resilience, examining the wide array of risks discussed in the State Hazard Mitigation Plan, as well as other emerging risks.

The Resilient Maryland Strategy looks at risks from flooding, severe storms, sea level rise and saltwater intrusion, extreme heat, cyber threats and more, considering how climate change acts as a threat multiplier. The strategy presents a whole-of-government approach toward tackling those risks, offering 20 goals and 50 recommended actions for the State to build resilience across an array of sectors.

MOR developed this strategy with extensive input from 120 partners.
