Welcome to the MDEM Library!
In our role as a coordinator of everything from federal and state funding, to statewide emergency management training, to realtime disaster response, and more, MDEM publishes a significant amount of documents. Reflecting our varied roles, these documents can range from the smallest of meeting minutes to extremely long, comprehensive response plans.
To help Marylanders more easily navigate that quantity, we've created this page as a specialized home for storing and organizing each item we publish. You'll find them organized by categories below, and each category is further organized in the way that makes most sense for it.

Please note that this archive contains documents from many years in the past, and items are not updated once posted here. As a result, some older documents may not be fully digitally accessible. If you would like assistance with a document created prior to 2026 that is inaccessible in some way, let us know using our public information request form and we will be glad to work with you! As a national leader in emergency management, MDEM always looks to provide our partners and community with resources to help them stay as prepared as possible for emergencies and recover as soon as possible when disaster strikes.
